In 2026, two primary federal grant programs provide funding for the installation of security window film as a physical security enhancement for schools:
- COPS School Violence Prevention Program (SVPP): This nationwide federal grant explicitly covers physical security hardening, including window film. It is a common choice for public K-12 schools but typically requires a 25% local cost-share match.
- Nonprofit Security Grant Program (NSGP): Managed through the FEMA Grants Portal, this program is available to nonprofit organizations, including private and charter schools. It funds "target hardening" measures such as anti-shatter and intrusion-protection window films.
Security window film is an eligible expense under these programs because it aligns with safety objectives by delaying forced entry and reducing injuries from shattered glass or fragmentation.
Note: While these grants cover security film for intrusion and blast mitigation, it is important to remember that security film is not bullet-resistant and does not provide ballistic protection.
